ETHICS PROBE: AGAIN?

So it's reported in the news that Barbra Williamson, former city councilperson for Simi Valley, is going to run again after 20 years of being in service. She has been accused in the past of accepting too much money from donors and was found guilty and paid a fine. She had stated she did nothing wrong and it was a clerical error. Yet she accepted the donation(s) in person I believe.
Now she is being looked at by the ethics/election panel because a few citizens complained her website and her pre-ordered signs for yards and fences say RE-ELECT Barbra Williamson. That is in direct conflict with the law and ethics procedures I believe. She says she has done nothing wrong. Really? I remember when she made a fuss because the man who beat her in the election stated he was a retired fire chief (not sure, but I think he was).  She said he wasn't and he changed it to retired firefighter, I believe.
I think I am seeing a pattern here. Do as I say but not as I do? Is she above the law on these infractions? You decide in November. I choose to vote for someone other than a lifetime politician seeking another shot at a legacy. Here is the "current" web site she is using http://www.reelectbarbrawilliamson.com/ .
My question is how do you re-elect someone that isn't already in office? Isn't that what you do to keep someone in that position? She is not in office therefore it SHOULD say "Elect" NOT "re-elect". My opinion and I will wait for the elections office to make a final rule.
